February 24th Webinar - Looking Inside the Building: A Focus on the Dynamics of Police Leadership in Canadian Police Services with Joshua Murphy
Joshua Murphy completed his MA in Criminology at Simon Fraser University in 2014, the focus of which was police use of force training and tactics. He completed his PhD in 2022, also at Simon Fraser. His PhD focused on Canadian police leadership succession and succession planning. Josh has worked with Dr. Curt T. Griffiths on a variety of projects and reports involving Public Safety Canada, the Vancouver Police Department, Winnipeg Police Service, Edmonton Police Service, Victoria Police Department, Metro Vancouver Transit Police, Delta Police Department, Kelowna RCMP, Prince George RCMP, the Saanich Police Department, and the BC Provincial Government, Police Services Branch. These projects covered a broad range of issues, including street checks, police staffing and resources, patrol deployment, officer health and wellness, community policing, and operational reviews of police services. He has taught at Kwantlen Polytechnic University since 2017, where he has been a full-time faculty member since 2022, teaching a broad range of criminology and criminal justice courses, including introduction to policing, policing and community, and police accountability.

Stephen Reid came to the CAPG with over 15 years of progressive senior leadership and executive association experience, such as the Police Association of Ontario, the Ontario Medical Association and the Pharmacists’ Association of Newfoundland and Labrador. In addition to volunteering on the Boards of the Canadian Society of Evidence-based Policing and Serving with Pride (2SLGBTQ+ law enforcement association in Ontario), Stephen also recently completed a PhD studying policing and mediatization in Canada.
“Policing has always been and continues to be an important part of public service throughout every community in Canada,” said Stephen Reid. “As society continues to evolve and grow, I am looking forward to being a part of a police governance organization that can be an important leader and contributor within the conversations and solutions shaping a modern policing profession that reflects the needs of all communities across Canada.”

First Nations Police Governance and First Nations Police Services are essential for the security, safety, and prosperity of our communities. The governance of First Nations Police remains a crucial element for the prosperity of our communities and can significantly transform them. First Nations systems of government and governance are diverse and unique in their worldview and comprehension. Our approaches consider the collective benefit while ensuring adherence to natural law and a mutual responsibility for our lands and resources. The treaties established with the Crown, now represented by the Government of Canada, are essential to our efforts in nation-building, which necessitates a comprehensive and effective public safety system for First Nations. First Nations encounter specific and unique issues, stemming from systemic disruption, harm, and persistent impediments. In addressing these obstacles, we persist in collaborating to devise effective solutions for intricate situations.
The First Nations Police Governance Council gathering in 2026 will continue the efforts we achieved collaboratively at the 2025 gathering. In 2025, we identified numerous challenges and successes encountered by First Nations, particularly concerning women in police governance and policing, treaty rights and policing governance, capacity, and community development, as well as the difficulties faced under the First Nations Inuit Policing Program (FNIPP). This year's assembly will concentrate on discussing achievements, innovation, potential, and collaborative progress.
